Qualcomm Inc. plans to open a research and development facility in Sao Paulo that will be dedicated to tablet computers and mobile communications.

The facility will at first employ less than 100 workers, and the initial investment in the facility will be less than $1 million, Qualcomm Chief Executive Paul Jacobs said at a press conference with Brazilian Communications Minister Paulo Bernardo.
