Chunghwa Telecom, Fujitsu, and 1Finity have announced a two-year strategic partnership aimed at expanding the application of the All Photonics Network. The collaboration will jointly explore future applications of quantum technologies. This new agreement seeks to scale the All Photonics Network Taiwan initiatives, building upon previous successful verifications in the region.
Advancing the Communication Infrastructure
The recently signed memorandum of understanding (MOU) extends an existing strategic partnership between Chunghwa Telecom and Fujitsu. From 2024 to 2026, the two organizations conducted All Photonics Network verification in Taiwan. This initiative involved joint studies for the construction of an All Photonics Network based on the IOWN concept, utilizing Fujitsu’s specialized expertise and technologies.
Addressing Data Traffic and Network Power Consumption
Through this MOU, Chunghwa Telecom, Fujitsu, and 1Finity will further advance their current initiatives to rapidly expand communication infrastructure. The three companies will promote technical verification related to the All Photonics Network utilizing Chunghwa Telecom’s submarine cable systems. Concurrently, they will conduct technical verification for realizing distributed data centers using this network technology. These combined efforts are designed to address challenges such as the rapid increase in network power consumption and surging data traffic.
Additionally, the partnership will explore new collaborations for leveraging quantum technologies. This includes assessing the applicability of security requirements for network control within distributed data centers.

Chunghwa Telecom’s Objectives
Hey-Chyi Young, SEVP & CTO of Chunghwa Telecom, stated that the telecommunications provider is pleased to partner with Fujitsu and 1Finity. Young emphasized that developing the All Photonics Network will provide smarter, greener, and more resilient optical communication infrastructure. He noted that this will ensure deterministic network performance and quantum-safe networking for diverse applications in the AI era, promoting early access to convenient information services in Taiwan.
Insights from Fujitsu and 1Finity Leadership
Vivek Mahajan, Corporate Executive Officer and CTO in charge of System Platform at Fujitsu, expressed gratitude for the opportunity to broaden the All Photonics Network Taiwan collaboration and embark on new cooperation involving quantum technologies. Mahajan highlighted the strong partnership established over the past few years, projecting that the addition of 1Finity will accelerate efforts to enhance optical networks further.
Masaaki Moribayashi, CEO of 1Finity, added that the collaboration will contribute to the expansion of next-generation communication infrastructure. Moribayashi noted that 1Finity will promote the construction of high-capacity, low-latency, and low-power-consumption optical networks connecting distributed data centers. He affirmed that the company will continue to advance essential communication infrastructure utilizing these technologies.
