UK and Indian Telecom Industries Join Forces on Digital Fraud

The UK and Indian telecom industries are establishing a framework for cooperation on digital fraud, scams and online harms through a memorandum of understanding between the UK government and the Cellular Operators Association of India (COAI).

The agreement is intended to support knowledge sharing and engagement around digital fraud issues affecting both countries. It will provide a basis for the two sides to exchange experience and explore approaches involving emerging technologies, including artificial intelligence (AI), as telecommunications networks play a growing role in digital security.

The UK government said digital fraud has a significant cross-border element, requiring closer coordination between governments and industry. The partnership brings telecom stakeholders into this wider effort and forms part of cooperation under the Technology Security Initiative (TSI) and UK-India Vision 2035.

The MoU does not announce a specific network deployment or fraud platform. Instead, it establishes a framework for continued cooperation on digital fraud-related issues and the use of technology to address emerging risks.

Telecom Collaboration Expands Around AI and Fraud Prevention

The first formal UK-COAI collaboration was accompanied by a CO.AI panel discussion involving representatives from industry, government and the British High Commission. Participants included the Telecom Regulatory Authority of India, India’s Department of Telecommunications, Vodafone, Jio Infocomm and Bharti Airtel.

The initiative focuses on how telecom expertise and emerging technologies can contribute to efforts to address fraud and online harms. The UK government said AI is increasingly influencing how communications networks are designed, managed and secured, creating new opportunities as well as security challenges.

The government also noted that more than two-thirds of fraud cases in the UK have an international element. This makes information sharing and coordination relevant to telecom operators and other organisations operating across connected digital ecosystems.

The agreement also sits alongside the UK’s wider Fraud Strategy. The government has committed more than ยฃ250 million between 2026 and 2029 to measures addressing fraud against individuals and businesses. These include an Online Crime Centre, a Telecoms Fraud Charter and greater coordination between government, law enforcement, banks, mobile networks and major technology companies.

The UK-India arrangement extends this approach into bilateral industry cooperation. It provides a channel for telecom stakeholders to share knowledge and discuss digital fraud challenges as AI and communications technologies continue to evolve.

The UK government is also developing a UK-India Connectivity and Innovation Centre under the TSI. The latest MoU adds digital fraud and telecom security to the wider areas of UK-India cooperation on advanced communications and AI.

The agreement establishes a framework rather than a defined technical implementation programme. Future activities will determine how the participating organisations translate the partnership into practical cooperation.
