Amazon Kuiper Vietnam has been granted a licence to establish a private telecommunications network using satellite transmission in Vietnam, creating a regulatory basis for testing customer terminal equipment and evaluating products manufactured in the country.
The licence makes satellite network testing possible under a defined regulatory framework. It was presented in New York on September 23, 2026, by Vietnamโs Minister of Science and Technology Vu Hai Quan to Amazon Kuiper Vietnam Co., Ltd. The authorization covers a nationwide private telecommunications network connecting satellite systems with ground infrastructure in Vietnam.
The development gives satellite network testing a formal regulatory framework while supporting evaluation of next-generation connectivity equipment. The licensed network is intended specifically for testing and verifying customer terminal equipment and assessing products manufactured in Vietnam.
Nationwide Network Supports Equipment Testing
Under the licence, Amazon Kuiper Vietnam is authorized to establish the private network using satellite transmission. The network will connect Amazonโs satellite systems with ground infrastructure in Vietnam and operate nationwide for testing and quality-control purposes.
The authorization gives satellite network testing a defined role in the development and validation of telecommunications equipment. Rather than representing a commercial service launch, the network will provide a controlled environment for testing customer terminals and evaluating locally manufactured products.
The network must comply with Vietnamโs regulations covering telecommunications, radio frequencies, technical standards, service quality and information security. These requirements establish the regulatory conditions for the satellite-linked private network.
Amazon Kuiper Vietnam was established in 2024 as Amazonโs legal entity in Vietnam specializing in satellite connectivity. Its parent network, Amazon Leo, was formerly known as Project Kuiper and is designed as a low-Earth-orbit broadband network.
Licence Expands Role of Satellite Connectivity Infrastructure
The authorization also links satellite network testing with Vietnamโs ambitions to develop higher-technology telecommunications manufacturing and supply chains. By providing a legal basis for local testing, the network can support evaluation processes connected to products produced in Vietnam.
The ministry said the licence could contribute to high-tech industries, expand supply chains and strengthen cooperation around next-generation connectivity infrastructure. The testing framework therefore extends beyond satellite communications into the broader ecosystem of telecom equipment development.
