The UAE has renewed the public telecommunications licences of e& and du for a further 20 years, giving both operators a long-term regulatory foundation as the country’s telecom sector shifts towards AI-driven infrastructure. This telecom licence renewal took effect on August 9, 2026, and will remain valid until August 8, 2046.
The Telecommunications and Digital Government Regulatory Authority (TDRA) confirmed that the renewed framework is designed to support continued investment in digital infrastructure and emerging technologies.
UAE Renews e& and du Licences Through 2046
The UAE telecom licences were previously issued in 2006, and the sector has changed considerably since then. Telecom networks now underpin government services, smart cities, financial services, healthcare, transport and digital commerce across the country.
The UAE continues to rank first globally for household fibre-optic network penetration, maintaining a rate of 99.7 per cent for the tenth consecutive year. TDRA Chairman Talal Belhoul said the next phase will see networks gradually transition from connected infrastructure to intelligent and autonomous systems, with AI becoming an integral part of network operations.
This direction aligns with the UAE’s Digital Economy Strategy, which targets increasing the digital economy’s contribution to GDP from 9.7 per cent in 2022 to 19.4 per cent over the next decade.
New Licence Framework Strengthens Network Resilience
The telecom licence renewal introduces enhanced obligations around network resilience, international connectivity and disaster recovery. Under the updated framework, operators must diversify international connectivity through multiple terrestrial systems and submarine cables, eliminate single points of failure, maintain backup capacity and regularly test disaster recovery mechanisms.
TDRA said the objective is no longer simply to build faster networks but to develop infrastructure that is smarter, more secure and more resilient. The renewed telecom licences also cover quality of service, interconnection and access, national roaming, universal service, subscriber protection and measures to prevent anti-competitive practices.
Telecom Rules Extend to Connectivity and Disaster Recovery
The requirements around disaster recovery and international connectivity reflect a broader push towards operational reliability. Operators holding UAE telecom licences will need to ensure that their networks can withstand disruptions through diversified routing and tested recovery procedures.

The sector is expected to play a central role in the UAE’s transition from connectivity leadership towards AI leadership, with network resilience and security forming key pillars of that ambition.
