VEONโs Beeline Kazakhstan has launched Starlink Mobile, enabling customers in Kazakhstan to access apps and messaging on their smartphones in areas without terrestrial mobile coverage. The service provides satellite connectivity directly to compatible smartphones without requiring a satellite phone, antenna or other special equipment.
The service is designed to extend mobile coverage into remote areas, including mountains, highways outside cities and locations where terrestrial networks are unavailable. It works best with a clear line of sight to the sky and will initially be available for customers to experience free of charge.
Customers can activate and manage Starlink Mobile through Janymda, Beeline Kazakhstanโs super app and digital platform. The integration gives users a single platform to manage their connectivity alongside other digital services.
Beeline Kazakhstan Extends Mobile Coverage with Starlink
The launch expands satellite connectivity for customers beyond areas served by conventional terrestrial infrastructure. VEON said the technology is intended to maintain communications in hard-to-reach areas and locations affected by natural disasters where terrestrial infrastructure has been damaged or is unavailable.
Key use cases identified by the companies include:
- Emergency and rescue services operating in areas with limited terrestrial coverage.
- Road and utility services working across remote locations.
- Tourists, mountaineers and travellers in areas outside conventional mobile coverage.
- Workers operating at remote sites where terrestrial connectivity is unavailable.

The launch follows earlier work between Beeline Kazakhstan, Starlink and the Ministry of Artificial Intelligence and Digital Development. In November 2025, the parties signed a memorandum of cooperation covering the deployment of satellite-to-mobile technology, followed by initial practical trials in December.
Starlink Mobile Connects Smartphones without Special Equipment
Beeline Kazakhstan said the service allows customers to use existing smartphones for satellite connectivity, removing the need for dedicated satellite communication hardware. Customers can access applications and messaging while outside terrestrial mobile coverage, subject to suitable sky visibility.

The service gives Beeline Kazakhstan a new way to extend satellite connectivity across locations where traditional mobile infrastructure does not provide coverage. Beeline Kazakhstan serves 11.8 million mobile customers and around one million fixed internet customers, according to the company.
VEON said the launch forms part of its broader direct-to-consumer satellite strategy. Starlink Mobile uses Starlink satellites to connect existing LTE phones in remote locations, providing another layer of satellite connectivity alongside terrestrial mobile networks. Beeline Kazakhstan is majority-owned by VEON, which operates digital and connectivity services across five countries.
